Maybe you can try this:
I found a website, http://satellite-tv-on-computer.info
they say:
You Can Get over 3000 STATIONS on your PC. You don’t need a satellite dish, receiver, or any cable or satellite service! All you need is an internet connection and a computer. Watch all these channels anywhere in the world. More than 1 million users are already enjoying the incredible variety.

You would have to purchase cable service and then purchase a TV card for your computer. These cards are relatively inexpensive and easy to install. The card will give you the ability to plug the cable input into your computer. You can then watch full screen TV or put it in a window to watch while you do other tasks.
If you use a cable modem, most cable suppliers send basic cable signals on the same line as the cable modem signal. You can split the signal without to much loss of strength and run one cable to your modem and one to the TV card.

I don’t think you can watch tv from your PC for free. Your PC should have a TV Tuner and you should buy a cable connection.
However there are many sites which show movies for free.

Im not quite sure if you reallly need a TV tuner to watch cable tv from your PC. (i dont think you need it). One of my friend is on cable internet and he took (split) the cable and connected to his PC and he can watch cable tv for free (although he have to pay his cable internet)!!!. The point here is you need to ask the cable provider if this is the case. dont buy the tv tuner yet, Hope i help, gud luck
